Az "anxious scrutiny" jogi terminus, bár a magyar jogban ismeretlen fogalom, így nem csoda, ha nem találunk rá az angol-magyar szótárakban.
Az én javaslatom a "(judicial review with) careful and anxious scrutiny" magyar fordítására:
"alapos és tételes ellenőrzéssel végrehajtott (bírósági felülvizsgálat)"

A "scrutiny" maga nem jelent vizsgálatot, hanem inkább tételes ellenőrzést, amely korábbi jogesetek kivizsgálásán keresztül történik. Az "anxious scrutiny test" kereséssel sok példát találhatsz.

Anxious scrutiny: Invoking a doctrine that emerged prior to and independently of the HRA, the common law applies varied, and especially rigorous, standards of review in cases engaging fundamental rights. Anxious scrutiny is an external prohibition, not an internal inhibition like the principle of legality.
