This supposition is ad hoc in nature, but the control and wealth considerations are not (or, at least, they are much less so). Even should we suppose that scale economies with respect to noncontrol inputs are such that these would call for equal numbers of small, medium-sized, and large firms, the problems of control and wealth insufficiency would pull firm sizes down, skewing them toward small firm size.
