agree  Dr Andrew Read: Though "wird gereinigt" is not always "is being cleaned", eg "wird jeden Montag gereinigt" = "is cleaned every Monday". (But I know what you meant!)

...but on the followign assumption: you have left out important context, which would in this case be the frequency with which the cleaning takes place. Assuming the frequency is added (e.g., daily), then "the area is cleaned daily" translates as "Der Bereich wird täglich gereinigt"; "the area is to be cleaned daily" as "Der Bereich ist täglich zu reinigen". All you appear not to have done is included the frequency in the right place.
