According to my pupil, a 'footloose industry' (term she learned in geography lesson) is an industry that isn't necessarily based where its resources come from. Die Kohleindustrie im Ruhrgebiet is, for instance, not a footloose industry. My suggestion was 'ortsunabhängige Industrie', but I was wondering whether anyone could come up with a better term? Thanks.
