Vielleicht auch "amtlich eingetragenes und selbstverwaltetes Dorf".

Gebietskörperschaft finde ich persönlich in diesem Zusammenhang zu stark.
Die Provinzen agierten weitestgehend selbstständig (von damals Großbritannien).
