Explanation:
Little more than a guess here, but I suspect "US" actually has nothing to do with the USA here.
I believe it means, instead, the seal or stamp of the DS or US of the (Indian) Department of NRI Affairs (not the US Dept. of...).
Guessing further, I imagine DS and US might stand for Deputy Secretary and Undersecretary respectively, hence my tentative suggestion of "stellvertretender sekretär / Untersekretär".

Explanation:
Little more than a guess here, but I suspect "US" actually has nothing to do with the USA here.
I believe it means, instead, the seal or stamp of the DS or US of the (Indian) Department of NRI Affairs (not the US Dept. of...).
Guessing further, I imagine DS and US might stand for Deputy Secretary and Undersecretary respectively, hence my tentative suggestion of "stellvertretender sekretär / Untersekretär".
