løv - especially on a single plant or tree, but also as in a whole forest

or løvhang - according to L&H teknisk ordbog.
or bladhang - same place and Munksgaards Engelsk-dansk.

I think løv is used most. I have a brother-in-law who works in forestry, but I'm not a native speaker of Danish.

You could perhaps simply say 'blad/blade/bladene' in Danish. But without more context, it is impossible to give you more hints. It depends on the focus.

Some defoliants work by spreading across the leaf surface and interrupting the process of photosynthesis, so you need a nozzle that spreads effectively over the whole leaf surface. (gentle pressure)

Insect pesticides probably have to be spread over the foliage too, to poison pests eating the leaves.

In the case of water, you need enough pressure to penetrate through the foliage and land as close to the roots as possible.
Probably a strong jet that pushes the leaves aside. The roots are normally a short distance away from the stem, and you have to take care not to damage the leaves/foliage in the process...
