Duboka država je jedan usporedni sustav, koji svoje partikularne interese i interese svojih gospodara i istomišljenika nameću kao opće, pa interesi duboke države su u pojedinim trenucima jači su od interesa same države za koju nominalno rade.

Yes  Andrej Furlan: "Deep state" je etimološki gledano potpuno (star možda koju deceniju) novi izraz proizašao iz USA. Trenutno je najbolja solucija doslovno ga prevesti. Ta solucija se primjenjuje i u nekim ostalim jezicima, npr. Švedski, Talijanski, Francuski, Slovenski.
