即这一大段“he even prepared ...to specific immoral wars”描述了这人做的事，而这些事（他本人也心里有数）只不过表达了他的某种矛盾？如果这样的解释可行的话，那译出来应该不太难吧？

参考了大家的宝贵意见后，我发觉大家（除了Mark)似乎倾向于把“a recipe for national impotence”解释为“导致国力空虚”。但是如果除了反对一切战争，现又加以扩充以“反对某些不道德战争”，那又怎么会导致国力虚弱呢？－即除了反对因任何理由而开战，现在又反对因为某些道德理由而开战，那就几乎完全不开战了，国家可因此省下大笔费用，又何来“导致国力空虚”之说呢？除非：
(1)“反对某些不道德战争”的意思为“（为了）反对某些不道德（的行为而进行）战争；
(2)国力单指国家的军力，而非综合的政治、经济、社会等方面的稳定繁荣

discourse的解释本来在情理上是说得通的，不过，正如Wenjer Leuschel的高见: extended to cover = 衍伸为包含，这新的主张并不摒弃旧的见解，只是更进一步包括了”反对某些不道德的战争“，即两者同时存在，而并不是”只“反对某些不道德的战争。
