Explanation:
From 金山詞霸I got - high culture = 高度文化, 良好修养.
So I think “高格調文化”, “高雅文化” should do!

但是我又覺得 『Culture』和『Society』是『息息相生』的。
因此，有『high culture』就有『High Society』- 有人把『High Society』翻譯成『上流社會』。
那我們是否可以說『high culture』就是『上流文化』呢？

經過參考以下三個網站的內容，我提議把『high culture』稱為
『精英文化』 or『權威文化』, and in that order。

因為在這個年代，上流人士往往被視為社會的『精英』, 一切『權威』集中在『上流社會』。

Therefore, I think “High Culture” should be translated into Chinese with the same intonation.
I feel the definition of HIGH applied here means “統治”, “權威”.

(2) The book “High Culture” By Trudy Walsh, Government Leader Staff (http://www.governmentleader.com/issues/1_10/features/241-1.h... mentioning “Each federal agency has its own distinctive culture, a sense of “that’s the way we do things here.”
這也給人一種 “統治者心態” 的感覺！ “無高至上”

(3) Searching for HIGH CULTURE related articles by browsing at （http://www.experiencefestival.com/high_culture）opens up a myriad of “wisdom” articles covering “body, mind and soul”; Spiritual awakening”; “God and Religion”; “Love and Happiness”，and on and on!
Certainly these articles would most likely be read by “well to do” class rather than those who need to worry the source of their next meal.
This leads me to think about “Elite” class, “精英”
