I quite like 'at that'(informal) = 'moreover'(formal), and also the 语气 of Clearwater's 确切地说 because, in this case, the effect of 'at that'is to emphasise 'exquisite ones'.不只/仅是植物,其实是(特殊)的植物' =>Not simply/merely plants, but exquisite plants in fact.

moreover = (formal) used when you are saying something which adds to what you have already said or supports it (正式) 再者;加之;此外;而且(用于对自己说过的内容进行补充或加以支持)eg The Government should have acted long ago. Moreover, they should not have discouraged private companies from taking action. 政府早就该行动了.而且,他们不应该劝阻私人公司采取行动.

I do not really like this definition from Cambridge Advanced Learner's Dictionary for this question, but post it for the record. (It shows two more or less equal adjectives, rather than the progression in the question):

...at that (informal) = in addition to that eg It's too expensive, and probably out-of-date at that.
