When you have mastered public speaking you will be a distinguished, experienced toastmaster.
When you have completed 10 speeches, you are considered competent, as you will probably know how to speak with proper preparation in various engagements or circumstances.

A competent translator is likely to know some theories of translation and how to apply them. Competency can be achieved within a short time, like 21 days (such as in a technical college teacher training competency training / assessment module), or a year (like professional translator training). If you are competent in an area you tend to know some theories and techniques enough to start practising as a professional ln that area; you have acquired the knowledge and techniques or skills, but you would need to have a few years' experience to practise in your area of competency before you are considered a master (熟练老马).

neutral  Jason Ma: This one sounds elegant. But Oze, if I'm not mistaken, it seems 胜任有余might have a stronger sense of *being a master of..* than *经验丰富*. Maybe you would like to consider to change the order of these phrases.

Explanation:
mastery 精通

只对知识的完全掌握,可以是各方面的精通,运用游刃有余,一切均在掌控之中。从master来看,即所谓大师级人物。武林中应该算一代宗师了。

competence 熟练掌握,胜任。。。
“精”与“熟练”的区别在于程度上的深入,但competence 来自于competent, 没有足够的能力,便谈不上自信地去说“我没问题,绝对胜任”。

acquiantance 略有了解

见面认识,点头之交可谓acquiantance, 而我们不一定是朋友。这个意义上讲,acquiantance缺乏深入了解,是停留在表面上的相识罢了。
