But 累犯（者）doesn\'t necessarily point to a criminal, and if somebody\'s done something \"illegal\", he or she surely has broken the law to some extent. “累”here has the similar meaning with \"屡“，e.g., 累见不鲜，累教不改 etc. 屡犯者 is also a very good choice, as I agreed.
