Explanation:
This is what I've found on the site of the European Union:

'Der Unterschrift müssen das jeweilige Aktenzeichen der Vorverträge, auf die sich die bescheinigten Mengen beziehen, und die handschriftlichen Worte "zur Zustimmung" vorangestellt sein.' (see links)

I'm not sure if this term is just 'a translation', or the expression which is actually used on contracts...
