without using motorised transport

by own means/means of their own

Explanation:
..... visitors who come by means of their own....

"Ved egen kraft" can in itself also be translated with "under own steam" however that does not sound so good in this context.

Does this work for you? :)

without powered transport

Explanation:
You could also say ´by human-powered transport´, which is Gyldendal´s suggestion for the Danish expression ´med rugbrødsmotor´.

(= with a ryebread motor, i.e. muscle powered)

The shelters are primarily for visitors without powered transport, e.g. rowers, cyclists and walkers.

under their own steam

Explanation:
This is the impression I get, i.e. make their own way there, although it depends on how informal you want to be
