Suggestion: 'He who is able, is obliged'? - or 'has a responsibility'? I'm not sure how to get this one quite right. Have already discussed it with my proofreader in the UK, but we're both a bit unsure. Any clever suggestions?? Thanks :o)

ability entails responsibility/With great ability comes great responsibility
Explanation:
Sounds like a variation on "Noblesse oblige". It has a long history: "For unto whomsoever much is given, of him shall be much required..." Luke 12:48 Bible KJV.
"With great power comes great responsibility" Winston Churchill

whoever has the abilities, also has the duty.

Explanation:
just another variant. It could be "obligation" as well. I would agree with the other posts. The right choice would depend on the broader context.
