I think this means you can bring a trusted colleague or a person can accompany you who is bona fide. Though I've never seen that exact phrase before and neither has my Catalan wife!

Explanation:
I generally agree with the second answer (trustworthy person), but i wonder whether it does not mean a person without a criminal record (or similar), because it would otherwise be a very subjective reference for something relating to the law.
