Finalment, i per a garantir l'existència d'un sistema de transferència de tecnologia harmònic i eficient, es fomentarà la creació de centres de difusió tecnològica (CDT), dels que ja existeixen exemples a Catalunya. Aquests centres no realitzen recerca i la seva activitat s'orienta a la difusió i foment de la innovació així com a la realització de tasques de desenvolupament de tecnologia. Els CDT s'orienten als mercats locals i han de tenir una delimitació territorial i productiva per a garantir la seva eficàcia. El seu objectiu és el foment de les ***economies externes*** de caràcter tecnològic, pròpies del districtes industrials i sistemes productius locals, amb una determinada especialització industrial existent a Catalunya. D'aquesta manera, es desenvolupen els factors propis de producció de les activitats industrials ubicades en un territori específic i, en particular, el desenvolupament tecnològic i la innovació de les petites i mitjanes empreses.

This isn't my context, but it provides a better description. My Q is: what do they mean by 'externe'? External economy has connotations of non-domestic economices, which is quite the opposite meaning.

Alfred Marshall made a distinction between internal and external economies of scale. When a company reduces costs and increases production, internal economies of scale have been achieved. External economies of scale occur outside of a firm, within an industry. Thus, when an industry's scope of operations expand due to for example the creation of a better transportation network, resulting in a subsequent decrease in cost for a company working within that industry, external economies of scale are said to have been achieved. With external ES, all firms within the industry will benefit.

I would agree with you. Would sound like this is a typo for "internes". "Domestic", "National", "Local", depending on context, should do the trick for you.
