nationalization of science and technology

Explanation:
I found this definition of socialització on the Optimot website:

2 Conversió dels mitjans de producció de propietat privada en propietat de la comunitat social.

Here's an interesting thread on the WordReference website talking about the difference between socialization, nationalization, and localization:
http://forum.wordreference.com/showthread.php?t=531478

Check out the meaning of socialization, too:
http://www.merriam-webster.com/dictionary/socialization

I think it depends on the context of the rest of the translation whether it is nationalization or socialization.

bringing science and technology to a wider public

Explanation:
The idea is that science and technology has largely been the domain of specialists and society has neglected them so it needs to be made more aware of them. Perhaps you could also say "raising (social) awareness of science and technology", possibly omitting "social" if you think it's unnecessary. HTH
