Catalan term or phrase: sobrepressió d'escales
This is from a section that describes what would happen in the case of a power cut.

"En cas de fallada del subministrament principal, aquests grups seran els encarregats de donar servei a tots els elements de seguretat dels edificis, ascensors d’emergència, enllumenats generals de pas, ***sobrepressions d’escales***, SAIS informàtics..."

Any idea what is being referred to?

pressurized stairwell
Explanation:
Fire prevention. Thanks to a filter and an engine the air in the stairwell is kept "pressurized". In case of fire it makes sure that the flames do not spread.

A reference on the internet:
"3.3.6 Pressurized Stairwells. A type of smoke-control system in which stair shafts are mechanically pressurized, with respect to the fire area, with outdoor air to keep smoke from contaminating them during a fire incident."
from http://www.nfpa.org/assets/files/PDF/ROP/92A-05-ROPDraft.pdf

The explanation sounds a bit different than mine, but I clearly remember dealing once with a scheme in which filter and engine were drawn.

Thus, if forced ventilation is to be used, and built-in systems are not available, PPV and NPV are the obvious tactics the fire service would employ. Of these, PPV is considered the more effective as it provides a known route in for fresh air, and overpressure inside the building will lead to quicker movement of air smoke and gases to the outside, than can be achieved by negative pressurisation. In some circumstances, such as where it is critical that the designated exit vent is the only one to be employed, NPV can be used effectively.
