mínim d’hores que s’han de dedicar a la
llengua castellana, de manera que s’exclou la
possibilitat de redistribuir la durada d’aquesta
assignatura, com es permet per a la resta
d’assignatures dels ensenyaments comuns, i c)
s’estableix una ***distribució tancada*** per cicles
de les hores dedicades a la llengua castellana,
de manera que les comunitats autònomes
només podrien distribuir el mínim entre els
diversos cursos de cada cicle ...

The above isn't my context (taken from the web), but it's possibly more clear, as mine is this:

A més a més es va elaborar un llistat de 250 matèries optatives, classificades per: a) itineraris formatius, b) distribució tancada per cursos i c) distribució lliure.

Obviously I can translate it literally, but I'd like to understand what is meant:-)

The idea seems to be that you can't redistribute the hours to another year or cycle (they have to be done within the designated timeframe).
