So far with "règim de permanència" I've either paraphrased (e.g. the regulations regarding...) or have left it in Catalan. It's a bit more tricky here, especially with that horrible verb to translate, "exhaurir". Here's the context:

Trasllat d'una altra universitat a la UAB

Requisits

1. Has d'haver superat el primer curs complet (en el cas que el pla d'estudis de la teva titulació estigui estructurat en assignatures) o 60 crèdits (si el pla d'estudis està estructurat en crèdits) en una universitat de l'Estat espanyol.

2. Si vols accedir a un segon cicle, hauràs d'haver superat un mínim de 20 crèdits del segon cicle per al qual sol·licites el trasllat.

****3. No pots haver exhaurit el règim de permanència dels alumnes de la UAB.

4. El pla d'estudis per al qual sol·licitis el trasllat haurà d'estar vigent.

First, I think permanència here means 'residence', in the sense of 'being officially present' (Collins English Dictionary). I've seen it used that way at a university. Hence, perhaps, 'duration of studies'. So, 'You must not have already reached the maximum (exhaurir) period of residence allowed to UAB students'; but in clearer language, 'You must not have already been studying for the maximum time allowed for UAB students.'

agree  Berni Armstrong: That's how I read it too. I forgot to ask today when I was there. But there is a limit on how long you can take to do a degree and this person shall not have exceeded that limit.
