Explanation:
In Bg, there are 2 foreign languages mandatory for all students -- one being Russian and one being English/French/German/Spanish; some students can take an additional optional Foreign language which will then be their III(third) foreign language.

Sorry for the mix up! The idea was that Russian is considered a foreign language; should have clarified it's not mandatory, but students must study at least one for. language (which is mandatory); that is why the next for. language is optional..

Christo Metschkaroff: В бълг. ВУЗ-ове има само ЧУЖД ЕЗИК! В език. гимназии и в някои филолог. специалности ИМАШЕ първи и втори чужд език (напр. спец. "Прил. лингвистика"), но вече няма. В език. гимназии - има (англ., немски, френски, руски, испански и тн). А Клюнчев е прав!
