Explanation:
The general meaning is display of charm, or to appear attractive. However, in your context "improper dress" or "insufficient dress" may be more accurate because in sharia, a woman who does not wear the correct hijab is considered متبرجة even if she is fairly modestly dressed but uncovering her hair for example. Some may be tempted to us "scant dress", but may or may not be the case as demonstrated above.

Wether the absence of the veil is considered تبرج or not depends on the sharia opinion followed. There are two main opinions (there are many more less regarded opinions), one that takes the prophet\'s Hadith literaly which says \"when the woman reaches puberty, she must not show except this [he pointed to his face] and this [gesturing with his hands]\". They concluded that the face and hands are permitted to be visible, although they still consider tht it is preferable to cover at least the face as well; preferable not mandatory. The other opinion is of the view that the practice of the Sahabiat (the female companions) and the wives of the prophet provides a mandate on the rest of the Ummah. There is more detail that is not relevant here.

Based on this, it is better to keep the meaning of تبرج a little generic to cover both situations. Of course those who follow the view that veil is madated consider that showing the face is تبرج. There are some fiqh disputes about this, whose place once again is not here.

Alaa makes an important point about makeup. If the woman is not wearing makeup but not wearing a proper hijab, this is تبرج. But also if the woman is wearing proper dress which people consider hijab, but wearing makeup on her visible face, this is also تبرج because she has displayed charm أبدت زينة. This is based on the definition of تبرج.
