agree  Steve Booth: for UK you could also drop the 'staff' and just call him a general as we don't really differentiate between staff officers and other officers in their title. However Nadia's translation is 100% correct

agree  Timothy Brooks: This is correct. I disagree respectfully with Mr. Booth, however. In Iraq, they certainly do differentiate between those who have attended staff college and those who haven't. For an occasion as formal as this one, it's appropriate to keep it.
