Not sure how you can reduce the loan balances by 150% (am I missing something?):

يخفض الاحتياط الالزامي لأي مصرف بنسبة 150% من أرصدة القروض التي تمنح لتمويل سخانات مياه تعمل على الطاقة الشمسية

I don't think it would be mathematically feasible to say: the mandatory reserve of any bank will be decreased/reduced by150% from the balance of the loans that are granted to fund solar water heaters...

Reducing an amount by 150% will bring it to less than zero, no?

So what is going on here? Thanks for any insight into what seems to be a puzzle...

After a careful and thorough search, it is proven to me that the numbers are correct because they are mentioned on two official websites.

As i understand, the reduction percentage shall be calculated as follows:-

150/ 100 x the balance of loans granted to fund solar water heaters = The outcome

The mandatory reserve will be reduced by deducting the outcome amount from it. For sure, this will not affect the mandatory reserve amounts to the extent that they will be less than zero as you expected because the reduction ratio shall be calculated according to the balance of loans granted to fund solar water heaters and these amounts are not expected to be extremely high. Like this, it is expected that the reduction ratio may range between 3 - 10% maximum.
