Arabic term or phrase: معلوم النشر
"Maaloom" according to Tunisian Arabic - based on the many contexts where this term appears - seems to mean tax or fee. Go figure where it is coming from! However, "al-nashr" in the context where it appears does not seem to mean publication. Here is an example:

يحدث معلوم يسمى "معلوم النشر" يستوجب بمناسبة رفع القضايا أمام المحاكم التونسية

I don't know if that makes much sense to say "a tax, called "publication tax," shall be established and payable in connection with bringing cases before the Tunisian courts...
