This document in both Arabic and English can be found at the web references cited below.

I would add "principal" the beginning of the job title since there doesn't seem to be a better synonym for "اساسي" in this context. Perhaps the concept of a Principal External Auditor is only native to the Arabic world.

Sounds like someone who is in charge of monitoring the external auditors if you can find a better term.

Asker: Thanks. "External auditor" and "statutory auditor" (the earlier suggestion) seem to be treated synonymously in many contexts. I'd award you Kudos points too if I could, but "statutory auditor" came in first. I think أساسي here probably has no strict technical sense, but rather just means the 'primus inter pares'.
