I beleive here they are talking about preparing a proposal for the London Financial Market. They are not talking about the actual finacing but arrangement of the proposal to the possible parties who would be interested in financing the project to be put up .... There are several uses ofr the term as shown below in the 2 links. One is for arrangement of loans and one is for arrangemengt of financing.
