سَـبَق أَنْ أَرسَـلتُ

I agree with Mona's translation suggestion. I merely want to comment on this modern standard Arabic construction, which is very commonly encountered in business and journalistic writing.

سبق وأن أرسلت is poor Arabic. It can be corrected by a simple pruning:

سبق أن أرسلت

In the latter construction, AN ARSALTU is the subject of the verb SABAQA. The conjunction in the former construction is superfluous.
