The addressee of a letter from one department (Secretaría General) in the Ministerio de Economía y Hacienda to another in 1993. I have Googled it every which way and drawn a blank. Secretaría General something?

As I'm sure you know, Spanish ministries are reorganised quite frequently and 1993 was a long time ago, so it's very difficult to pin down what this might stand for. Economía and Hacienda were a single ministry for a long time but they're now separate.

Anyway, there is available online what I think must be the relevant royal decree on the organisational structure of the Ministerio de Economía y Hacienda at this time. It's from 1991, and I think the next one was 1996.

In 1991 there was a section of the ministry called the Dirección General del Tesoro y Política Financiera. It had several subdirecciones generales, one of which was the Subdirección General de Inspección Financiera. See article 5.

This is the only body I can find at this time that fits the initials S.G.I.F.

By 1996 it had disappeared; its functions were now performed by the Subdirección General de Legislación y Política Financiera.


As for Patrimonio y A.D., all I can find is Patrimonio y Asuntos Diversos. It's not mentioned in the 1991 or 1995 decrees, but it does come up in a 1985 order:

"Orden de 7 de enero de 1985 por la que se desarrollan los Reales Decretos 2335/1983, de 4 de agosto, y 221/1984, de 8 de febrero, de estructura orgánica de la Secretaría General de Hacienda y Centros directivos y Unidades administrativas de ella dependientes."

1991 must have been a mid-term reorganisation in the PSOE's third administration (1989-93). 1996 was when the PP won the general election (in March), so naturally they would have reorganised the ministries; new governments nearly always do.
