Estoy traduciendo un documento sobre el consumo de tabaco en el que aparece muchas veces tobacco taxes.

¿Alguien que sepa de impuestos puede decirme qué es más correcto, impuestos al tabaco o impuestos sobre el tabaco?
En algunos documentos aparece al y en otros sobre, e incluso hay documentos en los que aparecen los dos:
