There is a Proz entry for this, but I was wondering if there is anyone who can improve on that entry, or at least describe what the term means.

Context is very limited, and comes from what is a long list of all the activity over the years in a court case. : "Descriçao de Despacho: "Do em (date) Complemento Livre: Exp.2990" And after almost every item or document described it reads "Complemento Livre: followed by a space and a full stop or an Expediente number.
