typing error?

Explanation:
I´d say it is a typing error, maybe they wanted to say twenty-something or some exact number. Take a look at the attached link that contains practically the same information.

Example sentence(s):
  • We offer more than 100 areas of study. Twenty-two programs are ranked among the top 10 such programs in the country—U.S. News & World Report.

No typo - class size is a measurement criterion for US colleges

class size is mentioned first:

The U.S. News Best Colleges rankings 2012 edition, published online on Sept. 13, 2011, are based on up to 16 key measures of quality, described below. U.S. News uses these measures to capture the various dimensions of academic quality at each college.

The measures fall into seven broad categories: peer assessment; graduation and retention rates; faculty resources (for example, class size);

In relation to UI in 2010:

Last week, the University fell from 39 to 47 on the U.S. News and World Report’s annual ‘Best Colleges’ rankings. One of the primary reasons cited for the slide was an increase in class size. Although the student-to-faculty ratio didn’t increase (it decreased from 17.0 to 16.3), the number of large classes on campus did. In the 2008-2009 academic year, 18 percent of classes had over 50 students. Last year, that statistic rose to 20 percent.

neutral  Charles Davis: It's a criterion for the "Best College" (undergrad), to which your evidence refers; the ST is about individual grad progs. But "twenty-size"? And Iowa grad class size? The context requires a number here. ("Such programs" = programs with class size 20?)

Explanation:

"Each year, U.S.News ranks professional school programs in business, education, engineering, law, and medicine. [...] Following are all ranked UI graduate schools, specialties, and programs, beginning with the highest-ranked programs. Rankings with an asterisk (*) are new for the 2013 issue of America’s Best Graduate Schools. All other rankings are from previous years but still stand.

[1] *1 Speech-Language Pathology, master's (at the UI, this program is in the Department of Communication Sciences and Disorders, formerly named the Department of Speech Pathology, in CLAS)
[2] *2 Audiology, doctorate (CLAS)
[3] 2 Nursing specialty-Gerontological/Geriatric (College of Nursing)
[4] 2 Nursing specialty-Nursing Service Administration (College of Nursing)
[5] 2 Physician assistant, master’s (Carver College of Medicine)
[6] 2 Rehabilitation counseling, master's/doctorate (College of Education)
[7] 3 Sociology specialty-Social psychology (CLAS)
[8] *4 Fine Arts specialty-Printmaking, master’s (CLAS)
[9] *5 Physical therapy, master’s/doctorate (Carver College of Medicine Division of Associated Medical Sciences)
[10] *9 College of Medicine Specialty-Rural Medicine (Carver College of Medicine)
[11] *11 Education Specialty-Student Counseling and Personnel Services (College of Education)
[12] 11 Nursing, master’s (College of Nursing)
[13] 11 Nursing-anesthesia, master’s (College of Nursing)
[14] *12 College of Medicine-Primary Care (Carver College of Medicine)
[15] 12 Nursing specialty-Pediatric Nurse Practitioner (College of Nursing)
[16] *13 Education Specialty-Higher Education Administration (College of Education)
[17] 14 Healthcare management, master’s (At the UI, this degree is the master's of health administration and the program is located in the College of Public Health Department of Health Management and Policy.)
[18] *16 Fine Arts specialty-Painting/Drawing, master’s (CLAS)
[19] *16 Medicine specialty-Family Medicine (Carver College of Medicine)
[20] 16 Public Health, master’s/doctorate (College of Public Health)
[21] *17 Pharmacy, Pharm.D. (College of Pharmacy)
[22] *18 Clinical psychology, doctorate (CLAS)
[23] *18 Medicine specialty-Internal Medicine (Carver College of Medicine)
[24] *22 Engineering specialty-Environmental/Environmental Health (College of Engineering)
[25] *22 Master of Fine Arts program in art and design (CLAS)
[26] *25 College of Law/Law Firms Rank Schools"

"Twenty-size UI programs are ranked among the top 25 such programs in the country"

¿Qué quiere decir "such programs" aquí?
