Me parece bastante acertada la propuesta de "atribuciones", pero aporto también esta variante. Aunque no siempre sea fiable, una búsqueda en Google arroja 7 veces más resultados si buscamos la colocación "responsabilidades y competencias" en páginas con dominio .es que si buscamos "responsabilidades y atribuciones.

El DRAE define "competencia como":

1. f. incumbencia.

2. f. Pericia, aptitud, idoneidad para hacer algo o intervenir en un asunto determinado.
