It does in fact state that the filed for the fathers's name was included in the "DN" and the later removed or withdrawn from it. There's no reference to whether birth certificates have or have not been included the father's name field in the past nor is there any injdication tohow they know that neonatal deaths are higher when the father is not declared. |
