L’action des villes dans la coopération au développement :
du Rapport d’initiative au terrain
De mes cinq ans au Parlement européen, ma plus belle victoire a été mon combat politique en faveur de l’action des villes dans la coopération au développement. En tant que membre de la Commission DEVE, j’étais rapporteur shadow sur le nouvel Instrument de Coopération au Développement et j’ai fait adopter en mars 2007 un rapport sur Le rôle des autorités locales dans le développement. Mon plaidoyer politique visait à faire connaître aux institutions européennes le poids des élus locaux dans la coopération. Nous sommes loin des anciens jumelages visant à construire un puit, une école ou un centre de santé. Désormais, les lois de décentralisation concernent la plupart des pays du Sud, et les collectivités ont des responsabilités croissantes pour assurer les services publics essentiels à leur population.
Mon rapport a mis en valeur leur légitimité politique, leur prise directe avec les besoins des populations, leur lien étroit avec les ONG, la diversité de leur expertise, leur profonde expérience du terrain. Mais il a également souligné la faiblesse des financements européens et l’absence de tout lobbying en leur faveur à Bruxelles.
Quatre ans après, je ne peux que me réjouir du résultat. Une plateforme des autorités locales dans le développement, PLATFORMA, a vu le jour pour continuer ce plaidoyer auprès des institutions européennes. Je suis devenu son porte-parole politique et m’implique notamment dans le Quadrilogue européen sur le futur de la coopération européenne. Mon objectif est d’obtenir qu’une partie de l’aide budgétaire accordée aux gouvernements centraux des pays pauvres soit en partie distribuée aux autorités locales du Sud, en concertation avec les gouvernements concernés et les collectivités européennes partenaires.
Par ailleurs, une ligne budgétaire de 35 millions d’euros par an jusqu’en 2013 a été accordée aux autorités locales, pour renforcer leurs capacités au Sud, sensibiliser les citoyens au développement en Europe et financer les réseaux d’acteurs afin d’améliorer l’efficacité de l’aide.Grâce à cette ligne budgétaire, la Ville de Paris mène un projet de renforcement des capacités municipales de santé à Bamako et à Ouagadougou. Les lois de décentralisation leur confie la gestion administrative des centres de santé primaire. Or les deux capitales ont besoin de renforcer leurs capacités administratives, financières et humaines. Le projet permettra d’améliorer leur savoir faire dans le domaine de la planification et de la gestion des actions de santé locales.
Depuis janvier 2010, nous établissons un diagnostic des soins de santé publique existants avec l’ensemble des acteurs en présence, y compris les populations. Sur cette base, nous serons en mesure l’an prochain de donner aux élus et cadres administratifs des formations de haut niveau, conçues en lien avec les facultés de médecine locales. Enfin, l’année 2012 sera consacrée à articuler l’action des services municipaux avec l’ensemble des acteurs en présence : ministères, ONG, universités, CHU, centres de santé primaires, etc. Pour mener à bien cette ambitieuse coopération, la Ville de Paris travaille avec le Groupe Pivot Santé Population à Bamako et le GIP ESTHER à Ouagadougou et des spécialistes en politique sanitaire, notamment l’École des Hautes Études en Santé Publique de Rennes, qui intervient dans les formations en santé publique.
En un mot, l’exemple d’un partenariat participatif, concret, permettant l’appropriation d’un savoir-faire, qui voit le jour grâce à la lutte politique menée au Parlement européen…

L’impegno delle città nella cooperazione allo sviluppo:
dalla relazione d’iniziativa alla realtà locale
Nei miei cinque anni al Parlamento europeo, la più bella vittoria è stata la mia battaglia politica a favore dell'impegno delle città nella cooperazione allo sviluppo. Come membro della commissione DEVE, sono stato relatore ombra sul nuovo strumento di cooperazione allo sviluppo e nel marzo 2007 ho fatto approvare una relazione concernente il ruolo degli enti locali nello sviluppo. Lo scopo della mia battaglia politica era far conoscere alle istituzioni europee l'importanza dei rappresentanti locali nella cooperazione. Siamo lontani dai vecchi gemellaggi volti a costruire un pozzo, una scuola o un centro di assistenza sanitaria; ormai le leggi sul decentramento interessano la maggior parte dei paesi del Sud e gli enti hanno sempre maggiori responsabilità nell'assicurare i servizi pubblici di base alla loro popolazione.
La mia relazione ha evidenziato la loro legittimità politica, il loro contatto diretto con le esigenze della popolazione, lo stretto legame con le ONG, la varietà delle loro competenze, la grande esperienza sul campo. Ma ha anche sottolineato la scarsità dei finanziamenti europei e l'assenza di qualsiasi attività di lobbying in loro favore a Bruxelles.
A distanza di quattro, non posso che essere soddisfatto del risultato. È stata infatti lanciata PLATFORMA, una piattaforma degli enti locali per lo sviluppo, allo scopo di continuare a perorare questa causa presso le istituzioni europee. Sono diventato il portavoce politico della piattaforma e in particolare sono impegnato nel dialogo a 4 sul futuro della cooperazione europea. Il mio obiettivo è quello di ottenere che parte degli aiuti di bilancio accordati ai governi centrali dei paesi poveri sia destinata agli enti locali del Sud, di concerto con i governi interessati e gli enti partner europei.
Peraltro alle autorità locali è stata concessa una linea di bilancio di 35 milioni di euro l'anno fino al 2013 al fine di rafforzarne le capacità al Sud, sensibilizzare i cittadini allo sviluppo in Europa e finanziare le organizzazioni di coordinamento fra i soggetti coinvolti per migliorare l'efficacia degli aiuti. Grazie a questa linea di bilancio la Città di Parigi gestisce un progetto per il potenziamento delle risorse municipali a Bamako e Ouagadougou. Le leggi sul decentramento attribuiscono loro la gestione amministrativa dei centri di assistenza sanitaria di base, ma le due capitali hanno bisogno di potenziare le loro risorse amministrative, finanziarie e umane. Il progetto permetterà di migliorare il loro know-how nell'ambito della pianificazione e della gestione degli interventi locali nel settore sanitario.
Dal gennaio 2010 effettuiamo una sorta di diagnosi dell'assistenza sanitaria pubblica congiuntamente con i soggetti interessati, popolazione compresa. Su tale base, il prossimo anno saremo in grado di offrire a rappresentanti eletti e dirigenti amministrativi sessioni di formazione ad alto livello, concepite di concerto con le facoltà di medicina locali. Infine il 2012 sarà dedicato a coordinare l’azione dei servizi municipali con tutti i soggetti coinvolti: ministeri, ONG, università, centri ospedalieri universitari, centri di assistenza sanitaria di base, ecc. Per realizzare questo ambizioso progetto di cooperazione, la Città di Parigi collabora con il gruppo di riferimento per la salute della popolazione a Bamako, il raggruppamento di interesse pubblico ESTHER a Ouagadougou ed esperti di politica sanitaria, in particolare con la Scuola di studi superiori in sanità pubblica di Rennes, che si occupa delle sessioni di formazione in materia.
In poche parole, è un esempio di partenariato partecipativo, concreto, che permette di acquisire know-how e nasce dalla lotta politica portata avanti al Parlamento europeo…

The decision to include agriculture at the heart of the European economic integration process was taken at the conference of Messina in 1955 that prepared the way for the Treaty of Rome in 1957. This decision carries a tremendous historical weight. Subsequently, the Stresa conference of July 1958 established priorities for the Common Agricultural Policy.

The final resolution issued at the Stresa conference remains a cornerstone of European thinking on the question of European agriculture policy, and should be kept uppermost in mind as European policymakers decide upon the future of the CAP. The foreword to the declaration acknowledged that agricultural production was progressing faster than demand and that farm income was lagging behind average income across European society as a whole, in spite of considerable increases in productivity: “measures geared at reinforcing farm income led often to increases in production that increased the difficulties already felt at the market.”
In the conclusion, two of the most essential questions facing the CAP were equated correctly:
- That we should aim for a progressive development of internal trade within the Community, without prejudice to the need to develop external trade as well as economic and political agreements with third parties;
- A strict correlation should exist between structural policy and market policy, and the efforts to increase productivity should allow a price policy that “should avoid surpluses and allow [European Agriculture] to remain or to become competitive. It will be accompanied by support to less favoured farms or regions.”

The CAP principles, priorities, and orientations that were defined at the Stresa conference of 1958—although consistently and coherently supported by the European Commission, and in particular by its Agriculture Commissioner, Sicco Mansholt—were in fact severely distorted afterwards.

The official historiography of the CAP, however, contains a re-write of history, as if the reality of what happened was too hard to face. A fictional CAP—arising largely from concerns with the hard times of the famine during the Second World War and the reconstruction afterwards instead of from the incapacity of political leadership in the member states to resist demagogic short-term pressures to disregard sensible CAP principles—was created. The prediction of the founders of the CAP back in 1958, that there would be agricultural surpluses should agricultural policy rely on overly-high price floor, was fully realized. However, in the official historical account the facts were reversed and the fantasy created that the CAP was “a victim of its own success.”

In fact, most of what has to be done for the CAP in 2020 does not have to be invented or reinvented. The agenda for CAP reform just has to be properly extracted from the Stresa conference of 1958.

It is therefore possible to argue that CAP was the single reason for the creation of the European budget.

The Food Stability and Security Fund (FSSF) should insure the continuation of the first pillar of the CAP, with two main goals: (1) to reduce instability in the incomes of farmers and consumers; and (2) to ensure access to food in extreme circumstances and with seven main instruments: (i) farm income insurance; (ii) food stamps; (iii) buffer stocks management; (iv) support to Least Developed Countries; (v) structural intervention in case of structural market problems; (vi) reserve fund for WTO commitments; (vii) European-wide marketing and research measures.

A completely new axis should be created for protection of agriculture in less favored areas, giving incentives for work in rural areas and tillage of land in these areas.

La risoluzione finale approvata alla conferenza di Stresa resta una pietra miliare del pensiero europeo sulla PAC e dovrebbe rappresentare il principale riferimento dei responsabili politici europei che decidono il futuro di questa politica. Nella premessa a tale dichiarazione fu ammesso che la produzione agricola stava crescendo più rapidamente della domanda e che il reddito agricolo era inferiore al reddito medio in tutta la società europea, nonostante i considerevoli incrementi di produttività: “misure a sostegno del reddito agricolo hanno spesso comportato incrementi di produzione che hanno aggravato le difficoltà già riscontrate dal mercato.”
In conclusione, due delle questioni fondamentali legate alla PAC furono a giusto titolo messe sullo stesso piano:
- l'impegno in un progressivo sviluppo del commercio intracomunitario, senza per questo compromettere l'esigenza di sviluppare il commercio estero né gli accordi economici e politici con terzi;
- la necessità di una stretta correlazione tra la politica strutturale e la politica di mercato e di iniziative a favore delle produttività mirate ad una politica dei prezzi che "evitasse eccedenze, permettesse [all'agricoltura europea] di restare o diventare competitiva, e fosse accompagnata da forme di sostegno a favore degli agricoltori e delle regioni più svantaggiati."

I principi, le priorità e gli orientamenti della PAC definiti alla conferenza di Stresa nel 1958, benché coerentemente e costantemente sostenuti dalla Commissione europea e in particolare dal Commissario per l'Agricoltura Sicco Mansholt, furono di fatto profondamente distorti in seguito.

La storiografia ufficiale della PAC offre tuttavia una versione rimaneggiata della storia, come se la realtà dei fatti fosse troppo dura da affrontare. La previsione fatta dai suoi ideatori nel lontano 1958, secondo cui una politica agricola basata su livelli minimi di prezzo eccessivamente elevati avrebbe comportato un'eccedenza della produzione agricola, si dimostrò veritiera. Tuttavia la cronaca storica ufficiale ribaltò i fatti con una versione di fantasia che definì la PAC “vittima del suo stesso successo.”

In realtà, non occorre inventare o reinventare gli interventi necessari per la PAC nel 2020. È sufficiente dedurre correttamente l'agenda della sua riforma dalla conferenza di Stresa del 1958.

Markets need more than an aspirin to address their symptoms and underlying deficit problems must be faced if Europe is to recover from its financial ailments says Sharon
The links between financial regulation, markets, sovereign debt and consequently the Euro are clearer than ever and sovereign markets have been roused from a complacent slumber. To revive the European economy the conditions and confidence for investment must be restored, both for Sovereign debt markets and the more general financial markets, without eradicating choice and flexibility. Investors will not come to a market that denies them their proper role, which includes responsibilities. So far the response has been far from optimal. In the context of sovereign debt, some of the more extreme and populist rhetoric relating to bond markets goes so far as to suggest any moving of money to a safer position is speculation and must be stopped.
This denial of underlying fundamentals makes markets more nervous, not less. Markets will not be satisfied by giving them an aspirin for symptoms – be that ratings or spreads – when the underlying deficit problem is relegated to minor billing. The declaiming of naked Credit Default Swaps on Greek bonds did more harm than good and indicated to the markets that a scapegoat would be found rather than the truth addressed.
Amid all the complaints against the financial industry, the fact that dealers have long been crying out for central clearance of Greek bonds in Greece seems to have gone unmentioned. First Greece didn’t want it, then they did, and eventually called in the LCH clearing house. Spain is the same story again – dealers asked, the state resisted.
The recent crisis also raised questions about Sovereign debt ratings. Here we should tread very carefully. We are now suffering the consequences of some Member States not being as honest about debt as they should have been. The notion of states having a say over their own rating, which could be the result if done by a public rating authority, is not inspiring especially given history of Germany and France flexing the stability and growth pact to suit them.
The dominant view on the future of the Euro is to still believe in it, warts and all. The decision to set up a European rescue fund in concert with the IMF is momentous, but how much more effective would that have been if it had been done sooner? Details about the European Financial Stability Facility have been fleshed out recently, but still the rating might only qualify for AA, not AAA, and the mechanism is more costly than it need be. Indeed, the Facility is far from finished despite claims that it was the final touch, it is effectively the birth of Eurobonds.
More recently there has been some agreement on giving Eurostat more audit powers so work can now progress on other surveillance measures. Ideas on the table include some kind of pre-budget coordination or verification, which may be difficult to achieve in detail. Broader multi-annual and mid-year objectives, with monitoring of real outturn and impacts look easier to accomplish. Telling Germany to be less competitive in order to realise macroeconomic balance looks challenging.
It has been said that members of the Eurozone were on a sleeping pill and will need to avoid a rude awakening by market forces. While the first statement is correct, I disagree with the conclusion drawn. The market spotted the Eurozone was asleep and rightly woke it up to the reality of fixing deficits. But the markets were also asleep and larger bond spreads should have kicked in years ago. There is no substitute for tackling deficits. No coordination in the world, no affordable amount of bail out will remove that responsibility. The future of the Eurozone - and, perhaps, the Euro - depends on that understanding.

In un momento in cui i legami tra regolamentazione finanziaria, mercati, debito sovrano e quindi l'euro sono divenuti più chiari che mai, i mercati del debito sovrano si risvegliano da un compiaciuto torpore. Per la ripresa dell'economia europea occorre ripristinare le condizioni e la fiducia negli investimenti, sia per i mercati di debito sovrano che per i mercati finanziari più in generale, senza escludere possibilità di scelta e flessibilità. Gli investitori non si rivolgeranno a un mercato che nega loro il proprio ruolo, che comporta delle responsabilità. Le risposte date sinora sono lungi dal rappresentare la soluzione ottimale. Per quanto concerne il debito sovrano, parte della retorica più estremista e populista sui mercati obbligazionari giunge ad affermare che qualsiasi trasferimento di denaro in una collocazione più sicura equivale a una forma di speculazione e deve pertanto essere fermato.
Una simile negazione dei principi fondamentali del settore non fa che accrescere, non ridurre, il nervosismo dei mercati, che non si accontenteranno di una semplice aspirina per curare i sintomi del loro malessere – che si tratti di valutazione del rischio o di spread – se i problemi di deficit che ne sono la causa saranno relegati a livello di aspetti contabili poco rilevanti. Il gran declamare riguardo ai credit default swap non garantiti sulle obbligazioni della Grecia ha fatto più male che bene e lasciato intendere ai mercati che sarebbe stato trovato un capro espiatorio, invece di affrontare la realtà.
Fra tutte le proteste rivolte al settore finanziario, nessuno sembra aver ricordato che gli operatori chiedevano da tempo la compensazione centralizzata a livello nazionale delle obbligazioni greche. Inizialmente la Grecia aveva rifiutato, poi ha accettato, infine ha chiesto l'intervento della stanza di compensazione London Clearing House. In Spagna le cose sono andate allo stesso modo: lo Stato ha respinto la richiesta degli operatori.
La recente crisi ha anche sollevato dubbi sulla valutazione del debito sovrano. A questo proposito è opportuno procedere con cautela: ora stiamo subendo le conseguenze del fatto che alcuni Stati membri non sono stati onesti come avrebbero dovuto riguardo al proprio debito. L'idea che siano gli Stati a esprimersi sulla propria reputazione finanziaria, come avverrebbe nel caso di un'autorità pubblica di valutazione del rischio, non suscita entusiasmo, soprattutto alla luce del tentativo di Germania e Francia di piegare il patto di stabilità e crescita al perseguimento dei loro interessi.
L'opinione dominante sul futuro dell'euro è quella di credere ancora nella moneta unica, nel bene e nel male. La decisione di istituire un fondo europeo di salvataggio di concerto con il FMI è certamente importante, ma quale maggiore efficacia avrebbe avuto se fosse stato creato prima? Recentemente sono state divulgate maggiori informazioni sullo strumento europeo per la stabilità finanziaria, che tuttavia potrebbe essere classificato soltanto come AA, non AAA, e il cui meccanismo è più costoso del necessario. In effetti tale strumento è lungi dall'essere completo: nonostante venga definito come il tocco finale, esso rappresenta di fatto la nascita delle eurobbligazioni.
Più recentemente è stato trovato un accordo sull'attribuzione a Eurostat di maggiori poteri in materia di revisione contabile ed è ora possibile continuare a lavorare ad altre misure di vigilanza. Fra le soluzioni proposte vi è una qualche forma di coordinamento o verifica preliminare al bilancio la cui realizzazione può risultare difficile nel dettaglio. Appare più agevole raggiungere obiettivi pluriennali o di metà anno, accompagnati da un controllo della resa e dell'impatto reali. Chiedere alla Germania di essere meno competitiva per poter ottenere un equilibrio macroeconomico sembra infatti provocatorio.
Si è detto che i membri dell'area dell'euro stessero dormendo e che avrebbero dovuto evitare un brusco risveglio da parte delle forze di mercato. Se concordo con la prima affermazione, non trovo corretta la conclusione che se ne trae. Il mercato si è reso conto che l'area dell'euro dormiva e giustamente l'ha risvegliata riportandola alla realtà del pareggio dei bilanci. Ma anche i mercati dormivano e da anni avrebbero dovuto essere applicati differenziali più ampi sulle obbligazioni. Non c'è alternativa alla necessità di affrontare il problema del deficit. Nessun meccanismo di coordinamento al mondo, nessun ragionevole piano di salvataggio potrà mai esimerci da tale responsabilità. Il futuro dell'area dell'euro - e, forse, dell'euro stesso - dipende dal capire questo.

MY PROFESSIONAL APPROACH
Quality is my primary focus in both translation and interpreting.
I usually team up with colleagues who are native speakers when carrying out IT>FR and IT>EN translation assignments and consult experts when the specific nature of translations so requires.
I usually pay great attention to a thorough and accurate study of the requested subject fields.
