Source text - English Live facial recognition enables the police to conduct identity checks assisted by an automated recognition system, in real time and in public places. Facial features are scanned as people pass by cameras utilising specialised so ware. These are automatically checked against facial images on a ‘watch list’. These are images drawn from custody photographs and other police sources.
The Information Commissioner is so concerned about the use of AFR by police forces in public spaces that she had opened a priority investigation “to understand and investigate the use of AFR by law enforcement bodies in public spaces. This will include considering the legal basis, the necessity, proportionality and justification for this intrusive processing.” The Commissioner is also concerned about:
I. the ambiguity of the trials;
II. the more general roll out of AFR; and
III. whether the trials demonstrate full compliance with the Data Protection Act 2018.
Translation - Italian Il riconoscimento facciale in tempo reale permette alla polizia di effettuare controlli d’identità con l’ausilio di un sistema di riconoscimento automatico, in tempo reale e nei luoghi pubblici. Grazie all’utilizzo di software specifici, vengono scannerizzati i lineamenti delle persone quando queste passano davanti alle telecamere. Le immagini sono automaticamente confrontate con immagini facciali presenti in un “elenco di controllo”. Queste ultime provengono da foto segnaletiche e da altre risorse della polizia.
L’Information Commissioner è allarmata dall’uso del riconoscimento facciale automatico (AFR) nei luoghi pubblici da parte delle Forze di Polizia a tal punto da aver avviato un’inchiesta ad alta priorità “per comprendere e accertare l’uso dell’AFR da parte delle autorità di pubblica sicurezza nei luoghi pubblici”. L’inchiesta prenderà in considerazione la base giuridica, la necessità, la proporzionalità e la legittimità di questo procedimento invadente. La Commissaria ha anche dei timori riguardo:
i. all’ambiguità degli esperimenti;
ii. alla più generale distribuzione dell’AFR;
iii. alla possibilità che gli esperimenti non siano svolti nel pieno rispetto del Data Protection Act 2018.
