I just read an article where someone referred to ProZ's rates page (https://search.proz.com/?sp=pfe/rates) as a guide to 'industry standard rates'. I checked the link and noticed for the first time that the page apparently displays '...average rates reported by ProZ.com's community of freelance translators and translation companies.' I read that to mean what it says, i.e. that the average rates are... See more

I read that to mean what it says, i.e. that the average rates are based on both freelancers' reported rates and the rates that agencies report they charge to end customers. I assume you mean only freelancers right?

I believe you’re right. Freelancers are much keener to say how much they charge than translation agencies. Anyway, the fact that a few lines after it is said “it is only an aggregate view of the rates that users have entered into their ProZ.com profiles” makes me wonder if is there any chance of an agency announcing their prices into their Proz.com profiles…

That's not what it says on the rates page.
Here it is again:

Does it mean?
Company: USD .20/word
Translator: USD. .05/word (?!)
Average: USD .125/word

Note this as well:

Please be aware that this data does not necessarily reflect the average of rates actually charged and paid for real-world projects; it is only an aggregate view of the rates that users have entered into their ProZ.com profiles. (That said, because the rates entered are used to filter notifications, etc., they can be considered relatively representative of actual fees.) Furthermore, not all users have reported rate data; please take note of the sample size when evaluating this information.
