How can I translate time code?

I know that it has something to do with video. Which applications should I use?

You don't translate the time code. It is a series of numbers that might look like this:
0001 01:00:41:07 01:00:45:07

You're not supposed to change it in any way at all.

In the example above, the first four numbers indicate the subtitle number, and for 01:00:41:07, the first two digits indicate hour (sometimes starting on 01 rather than 00), the following two minutes, the next two seconds and the last two digits indicate frames. There are 25 frames per second in th

There are 25 frames per second in the PAL video format (00 to 24).

A time-coded file can normally be translated in a standard text editor, but be careful that the text isn't too long for the line or for the time it will be visible.

If the extension of the file name isn't .txt, .rtf or .doc, then you should search for that file extension to find out which file format it is and what program you need to be able to edit it.
