Source text - English 15.1 Neither Party shall be deemed to be in breach of this Agreement where its failure to perform or its delay in performing any obligation, other than an obligation to pay monies due, is due to a cause beyond its reasonable control (“Force Majeure”) including, but not limited to, an act of God, an act of any national, civil, or military authority, civil commotion, war (declared or undeclared), strikes, lockouts and other labour disputes, fires, floods, sabotage, earthquake, storm or epidemic, or any other case of Force Majeure in accordance with Articles 513 and 514 of the Argentine Civil Code.
15.2 Each Party shall promptly notify the other in writing, with minimum delay after the beginning of the occurrence of an event of Force Majeure, of any failure to perform or delay in performing due to Force Majeure and shall provide an estimate as soon as possible of the time when the obligation will be performed. The time for performing the obligation shall be extended for a period of time at least equal to the period of delay resulting from such a cause. The Parties shall notify each other in writing immediately at the termination of such occurrence.
15.3 Both Parties shall exercise due diligence in time and effort in order to restore normal conditions as soon as the impediments in Article 15.1 have ceased.
15.4 Except as otherwise provided in this Agreement, each Party shall bear its own costs, including its additional and extra costs, arising from Force Majeure.
15.5 When the performance of an obligation is foreseen to be or is delayed at least six (6) months due to Force Majeure and the Parties have not agreed upon a revised basis for performing the obligations, then either Party may, upon thirty (30) days prior notice, terminate this Agreement. Such termination shall be considered to be termination pursuant to Article 17.1.
Translation - Spanish 15.1 Ninguna de las Partes se considerará en incumplimiento de este Contrato si su falta o demora en el cumplimiento de cualquier obligación, excepto obligaciones de pagar sumas de dinero exigibles, se debe a una causa que se encuentra fuera de su control razonable (“Fuerza Mayor”) entre ellas, sin carácter taxativo, hechos de la Naturaleza, actos de autoridad nacional, civil, o militar, conmoción civil, guerra (declarada o no declarada), huelga, cierres patronales y otros conflictos laborales, incendios, inundaciones, sabotaje, terremoto, tormenta o epidemia, o cualquier otro acontecimiento que constituya Fuerza Mayor conforme a lo dispuesto por los Artículos 513 y 514 del Código Civil Argentino.

15.3 Ambas Partes deberán emplear la debida diligencia en tiempo y esfuerzos para restablecer las condiciones normales tan pronto hayan cesado los impedimentos descriptos en el Artículo 15.1.
15.4 Salvo disposición en contrario contenida en este Contrato, cada Parte soportará sus propios costos, incluyendo los costos extra o adicionales, emergentes de un acontecimiento de Fuerza Mayor.
15.5 Cuando se prevea que el cumplimiento de una obligación se ha demorado o se demorará al menos seis (6) meses debido a un acontecimiento de Fuerza Mayor y las Partes no hubieran acordado un esquema revisado para el cumplimiento de las obligaciones, cualquiera de las Partes podrá, mediante notificación previa de treinta (30) días, rescindir el presente Contrato. You should be aware that, together, foundations and corporations provide only 16.8 percent of private gift support to nonprofit institutions [Giving USA 2006, published by the Giving USA Foundation]. Their support, however, can be extremely important in augmenting other forms of income, in permitting major new initiatives, or simply in promoting the mission of your agency.
Since the early 1990s, the number of foundations has more than doubled, while their assets and giving have more than tripled. In 2004, foundations held combined assets of over $510 billion. For 2005, their estimated giving totaled close to $34 billion. Over the next several years, foundations will likely experience continued growth in their resources, although gains will be far more modest than those seen during the boom years of the late 1990s.
Unfortunately, competition for these grant dollars has also increased. Many nonprofits were created to respond to new or heightened social needs during the 1990s. In the early 21st century some of these nonprofit organizations have fallen by the wayside or merged with other similar organizations. Cutbacks in government funding for nonprofit services and activities have meant that many groups that previously relied primarily on government funds are now turning to private sources to support their work. Meanwhile, private foundations have experienced significant reductions in their own assets due to stock market losses. In comparison with the figures for foundation giving, according to the Giving USA Foundation, giving by living individuals was $199.07 billion in 2005, more than six times that of foundations. (Bequests totaled an additional $17.44 billion.) What you need to attract donors to your agency is a comprehensive fundraising strategy that includes a variety of sources and approaches. This book focuses on how to create proposals to win foundation and corporate support. You will want to tell your story clearly, keeping the interests of those you are approaching in mind. Source text - English In addition to drawing parallels between social capital and other forms of capital, the discussion has focused on five other broad themes. First and foremost is the discussion of the components of social capital. What does social capital comprise? Originally the term was defined as membership in organizations. This led to a number of empirical studies where social capital was measured solely as civic engagement, understood as membership density. More recently, attention has been focused on another, less tangible side of social capital: values, attitudes and norms. Some have argued that a distinction can be made between the “structural” and “cognitive” aspects of social capital. The structural side refers to organizational structures, participation in groups and collective action, while the cognitive side refers to the values of trust and solidarity (Uphoff ,2000).
A second theme in the literature concerns the potential benefits of social capital. Below, this study provides a synthesis of empirical work at the country level, as well as cross-country comparative studies. These studies suggest that social capital can make several significant contributions to equitable and sustainable development. More recently, there has also been some recognition of the potential drawbacks of social capital, including the material costs of participation in general, the use of collective action for perverse ends (Rubio, 1997), and the restrictive nature of certain groups (Portes and Landolt, 1997).

Source text - English Cooperation in building a responsive, transparent and efficient public sector can be further expanded. Two projects are currently under preparation: Governance 21, which builds on the achievements of the FOSIP project in public expenditure management and public investment, and also includes a component on local economic development; and the second stage of SINTyS, which expands the reach of the system at the provincial level and thereby creates synergies with subnational projects. In addition, the Bank could expand its existing support in a number of areas. These could include additional financing for the Subnational Government Public Sector Modernization Project to include more provinces and expansion of the agency-specific cooperation to other national-level agencies such as AFIP or the National Institute for Social Services for Pensioners and Retirees (PAMI). Support could also be expanded to the infrastructure and social sectors where the Bank currently finances operations, to establish linkages between institutional strengthening and investment project. Furthermore, the Bank could support the government in improving its monitoring and evaluation framework to assure the cost-effectiveness of its investment program. At the subnational level, there is scope to engage with individual (or groups of) provinces on issues including local economic development. Issues such as justice, crime and violence, and the strengthening of control and oversight institutions at the subnational level could also be contemplated. Closer collaboration with the Organization for Economic Cooperation and Development (OECD) could also be envisaged.

Source text - English IBRD recently introduced a new pricing structure that makes IBRD loans very competitive for Argentina. This new pricing structure has significantly reduced the financial costs of IBRD loans, which currently stands for USD borrowings at approximately LIBOR 9 bps for fixed spread loans (FSLs) and LIBOR flat for variable spread loans (VSLs), inclusive of a 25 bps front-end fee. In addition, the new pricing structure has become more transparent and predictable, with the elimination of the commitment fee and yearly waivers, while retaining the existing flexibility to manage currency, interest rate, roll over and commodity price risks.
IBRD offers a full array of financing and risk management products, associated with technical assistance. Specifically, the IBRD financial products could provide flexibility to Argentina in managing its debt, including the ability to change the financial characteristics of existing and future loans as to better manage the financial risks relating to currency, interest rate, roll over and commodity price volatility. For instance, Argentina has a substantial portfolio of FSL loans with the IBRD, but is yet to take advantage of the embedded risk management tools included in the FSLs to manage currency and interest rate risks. Since Argentina also has a considerable portfolio of VSL loans, the Government might want to consider signing an International Swaps and Derivatives Association (ISDA) Agreement with IBRD, thus gaining access to a range of IBRD financial products to manage the interest rate and currency risks of these VSL loans.

Source text - English Shear-wave anisotropy gives a measure of stress anisotropy intensity and the associated fast-shear azimuth gives the maximum horizontal stress direction. This information is very useful in optimizing oriented hydraulic fracturing operations, wellbore stability, sand management, well placement and other applications. In open holes, this fracture or stress induced anisotropy can be effectively measured using cross-dipole sonic logging. However, determining shear-wave anisotropy in cased holes has been hindered by two factors. The first is the concern of the effect of casing and cement on the cross-dipole measurement, and the second is the lack of an effective device to measure the tool’s orientation inside casing. This paper presents a solution to this problem using recently developed sonic logging technology in conjunction with Gyro data acquisition. Cased-hole Sonic and Gyro data were acquired in four wells for oriented fracturing optimization over zones with no or poor production. Gyro data was used as a reference for the sonic waveform rotation in order to determine the fast shear azimuth direction and maximum horizontal stress orientation. The cased-hole sonic monopole and dipole data quality was excellent, even over double casing sections. It was found that the reservoir sands are anisotropic; however, the shear-wave anisotropy magnitude is low. This is the first ever cased-hole Sonic Gyro acquisition survey in India. The results showed that we can now confidently determine shear-wave anisotropy behind casing with the new sonic technology, even in low anisotropic formations with accuracy down to ~1%. The Sonic derived horizontal stress information was then used effectively to optimize the oriented fracturing operations. Low tortuosity while fracturing in the studied wells proved perfect direction for oriented fracturing. After fracturing, the production gain was substantial. Therefore, such cased-hole sonic technique can be useful in generating stress-maps of the reservoirs, which can then be used in various applications, such as oriented fracturing, sand control, reservoir characterization, fracture evaluation behind casing, wellbore stability and well placement.
Translation - Spanish La anisotropía de la onda de corte mide la intensidad de la anisotropía del esfuerzo y el azimut de las ondas de corte rápidas relacionadas brinda la dirección del esfuerzo horizontal máximo. Esta información es de enorme utilidad para optimizar las operaciones de fracturamiento hidráulico orientado, control del arenamiento, ubicación y estabilidad de pozos, entre otras aplicaciones. En pozos abiertos, esta anisotropía inducida por la fractura o el esfuerzo puede medirse en forma eficaz mediante registros sónicos dipolares cruzados. Los datos sónicos y giroscópicos del pozo entubado se adquirieron en cuatro pozos para optimizar el fracturamiento orientado en zonas con escasa o sin producción. Los datos giroscópicos se utilizaron como referencia para la rotación de la forma de onda sónica a fin de determinar la dirección azimutal de la onda de corte rápida y la orientación del esfuerzo horizontal máximo. La calidad de los datos adquiridos mediante la herramienta de registro sónico dipolar y monopolar en pozos entubados fue excelente, incluso en secciones de revestimiento doble. Se descubrió que las arenas del yacimiento eran anisotrópicas; sin embargo, la magnitud de la anisotropía de la onda de corte era baja.
