Mechanical maintenance is the responsibility of the "Management, Planning and Immobilastion Services" department (MPIS). This is on an expanding preventative and predictive basis and is fully programmed. Monitoring equipment available to the department includes:
• Thermal imaging cameras to identify hot spots on rotary kilns and switchgear;
• Vibration detection;
• NDT equipment.
Faults and defects are reported to the appropriate engineering department in writing and followed up by MPIS if the work is outstanding beyond an agreed period.
The responsibility for routine maintenance, e.g. greasing and lubrication has now passed to departmental management who work to a schedule. Overseeing the successful application of these standards will be the responsibility of a new agency under the control of the MPIS department.
The number of breakdowns has reduced significantly following the introduction of the programme. In 2002, 90% of the maintenance work was in response to breakdowns. In 2004, 75% of their work is programmed and 25 breakdown.
Building maintenance and new construction is the responsibility of the civil engineering department. There is an on-going programme of re-furbishing existing buildings - new water supplies and electrical installations.
Stores inventories are either Category 1 (vital components) or Category 2 (consumables). Orders for Cat 1 items are planned at least 12 months in advance and orders placed with the manufacturers for delivery on a specific date - to coincide with a planned shut-down for major overhaul.
Mobile plant and equipment is used in the mine and at the port. The plant is serviced and maintained on a regular programmed basis, on-site by trained mechanics and engineers. *** expatriates manage workshops. All units have a fire extinguisher in the cab but none has an automatic system. This will be a requirement for any new items of plant that will be ordered in the future.
A cherry picker has been purchased to improve maintenance of any overhead services.
Conveyor belts are used in refinery and at the port. Belts are stated to be low combustible. There are sufficient spare belts available
Those at the port are not equipped with speed sensors because the power consumption of drive motors is constantly monitored from a manned control room. This situation is being reviewed following a fire on a conveyor belt in 2004
Belts can be replaced quickly from stocks held at ***. The preventative maintenance programme ensures that conveying systems are routinely replaced in accordance with *** mining practice. Management advised that no equipment is running beyond its planned or authorised limits.

За ремонт механического оборудования отвечает отдел «Планово-ремонтной службы» (ПРС). Процесс ремонта полностью плановый и во все большей мере носит профилактический характер. Контрольное оборудование и приборы, имеющиеся в отделе, включают:

Передвижная установка и оборудование используются на руднике и в порту. Установка периодически обслуживается и ремонтируется на месте эксплуатации опытными механиками и инженерами. Специалисты компании *** работают в передвижных мастерских. В кабинах имеются огнетушители, но отсутствует автоматизированная система. Для новых установок, заказываемых в будущем, необходимо выполнить это требование. Приобретен автомобиль с платформой для работ на высоте для облегчения обслуживания.
Конвейерные ленты используются на комбинате и в порту. Они имеют низкую степень возгораемости. Имеется достаточный запас лент на складе.

Конгресс США принял антироссийский закон о нефтяных и газовых картелях
Палата представителей Конгресса США приняла во вторник законопроект, объявляющий незаконным создание нефтяных или газовых картелей по типу ОПЕК. Как сообщает "Интерфакс", российский МИД назвал законодательную инициативу конгресса США незаконной, отметив, что она противоречит ключевым принципам международных отношений. В распространенном заявлении внешнеполитического ведомства РФ, в частности, говорится: "Данное решение является нарушением норм международного права". Этот закон явно направлен против инициативы создания "газовой ОПЕК" с участием России.
Законопроект, получивший краткое название НОПЕК ("Закон против картелей по производству и экспорту нефти"), разработан группой парламентариев во главе с председателем юридического комитета конгрессменом Джоном Коньерсом, передает ИТАР-ТАСС. В поддержку этого документа высказалось 345 конгрессменов, против - 72.

Как отмечает АР, принятие законопроекта было вызвано обеспокоенностью конгрессменов в связи с небывалым ростом цен на бензин и высоким уровнем инфляции, достигшим рекордной отметки 1981 года.

US Congress Passes Anti-Russian Bill on Oil and Gas Cartels
The House of Representatives of the US Congress adopted a bill on Tuesday, declaring unlawful the creation of OPEC-patterned oil and gas cartels. The Russian Ministry of Foreign Affairs called the legislative initiative of the US Congress illegitimate, stating that the bill contradicts the key principles of international relations, reports Interfax. The statement made public by the foreign policy agency of RF says that “this decision is the violation of international law”. The bill is no doubt aimed against initiative of creation of “gas OPEC” with Russia participating in it.
The bill, known as NOPEC (No Oil Producing and Exporting Cartels Act) has been elaborated by a group of lawmakers headed by John Conyers, Chairman of House Judiciary Committee, reports ITAR-TASS news agency. 345 Congressmen voted in pro of the Bill, while 72 voted against it.

The document recognizes “unlawful and as violating the provisions of the Act” actions of any foreign state which in conspiracy with other countries and organizations, whether a cartel or any other association of the kind, will try to reduce the production or sale of oil, natural gas or other oil products, dictating and keeping up the prices or acting otherwise, limiting the trade of oil and gas products.
The bill also says that the US Government will have the right to bring lawsuits against foreign states, which take steps in order to organize cartel or any other association in the area of oil and gas trade on the basis of antitrust legislation.
The adoption of the bill, was caused by the concern of the Congressmen with relation to unprecedented escalation in the price of gasoline and high inflation rate reaching the record of 1981, reports AP.
