UNRELATED LIVE TRANSPLANT REGULATORY AUTHORITY (ULTRA)
The Human Organ Transplants Act 1989 (the 1989 Act) and the Human Organ Transplants (Unrelated Persons) Regulations 1989 (the 1989 Regulations) set out the circumstances in which it is lawful for a living person to donate an organ to another person. In particular any payment to an organ donor is prohibited.
ULTRA must be satisfied that no payment has been, or is to be, made and that the conditions set out in the 1989 Regulations have been complied with. Criminal offences may be committed if the 1989 Act is not complied with fully.
Section 1(1) of the 1989 Act provides as follows –
1. (1) A person is guilty of an offence if, in Great Britain, he-
(a) makes or receives any payment for the supply of, or for an offer to supply, an organ which has been or is to be removed from a dead or living person and is intended to be transplanted into another person whether in Great Britain or elsewhere;
(b) seeks to find a person willing to supply for payment such an organ as is mentioned in paragrapgh (a) or above or offers to supply such an organ for payment;
(c) iniciates or negociates any arrangement involving the making of any payment for the supply of, or for an offer to supply, such organ, or;
(d) takes part in the management or control of a body of persons corporate or unincorporate whoe activities consists of or include the iniciation or negociation of such arrangements.
Section 1(3) of the 1989 Act defines “payment” as follows –
(3) In this section “payment” means payment in money or money’s worth but does not include any payment for defraying or reimbursing –
(a) the cost of removing, transporting or preserving the organ to be supplied; or
(b) any expenses or loss of earnings incurred by a person so far as reasonably and directly attributable to his supplying an organ from his body.

THE HUMAN ORGAN TRNASPLANT ACT 1989 [Ley para el Trasplante de Órganos Humanos promulgada en 1989]
(ULTRA) Autoridad regulatoria de trasplantes entre pacientes vivos y sin lazos de consanguinidad.
La Ley británica denominada Human Organ Transplant Act 1989 (referencia abreviada en el documento como la Ley de 1989) y los reglamentos nombrados Human Organ Transplants (Unrelated Persons) Regulations (referencia abreviada como Reglamentos de 1989) exponen las circunstancias a través de las cuales está regulada la donación de órganos inter vivos. Por tal motivo, aquí se dispone que toda gratificación o remuneración dirigida hacia el donante de órganos está penado por ley.
ULTRA debe tener constancia de que no se ha producido, o se producirá, ningún tipo de gratificación o remuneración, así como del cumplimiento de las condiciones expuestas en los Reglamentos de 1989. Se configura delito penal la ausencia de cumplimiento de la Ley de 1989.
El Capítulo I (Artículo I) de la Ley de 1989 establece lo siguiente:
Artículo I
1. Dicha persona será acusada, en Reino Unido, de delito si:
(a) ofreciese o solicitase algún tipo de remuneración o gratificación por la cesión, extracción, conservación o intercambio de un órgano que haya sido, o vaya a ser, extraído posmortem o en vida, aunque el trasplante se lleve a cabo en Reino Unido o el cualquier otro territorio.
(b) buscase a otra persona dispuesta a contribuir con una gratificación para la compra de dicho órgano, como se menciona en el párrafo anterior (a), o se ofreciese a donar a cambio de tal gratificación.
(c) iniciase o negociase cualquier tipo de acuerdo que involucre una gratificación por la obtención de, o el ofrecimiento de, dicho órgano.
(d) participase en la dirección o controlase a una asociación de personas, con personalidad jurídica reconocida o sin esta, cuyas actividades consistan en, o incluyan, la iniciación o negociación de tales acuerdos.
El Capítulo 1 (Artículo 3) de la Ley de 1989 define «gratificación» de la manera que sigue:
Artículo III
En este artículo se denomina «gratificación» al intercambio de una retribución económica o cualquier bien material con valor monetario. No se incluye, de esta manera, el sufragio de los costes o el reembolso de:
(a) los costes de extracción, conservación o intercambio del órgano destinado a trasplante; o
(b) cualquier gasto o desembolso directamente proporcional y atribuible a la donación de un órgano.

Source text - Spanish A pesar del impulso que ha supuesto la Instrucción de Hormigón Estructural EHE-2008 para la utilización del hormigón autocompactante en España, su empleo continúa siendo normalmente una necesidad en fase constructiva y no una decisión planificada en proyecto. Es por ello que los equipos de Dirección de Obra deben saber identificar inequívocamente aquellos casos de estructuras muy densamente armadas que requieren del empleo de esta tecnología, frente al riesgo que comporta la utilización de hormigones convencionales de consistencias fluidas o líquidas. El presente artículo expone la experiencia acumulada por el equipo de Supervisión de Obras de Ayesa Ingeniería en la producción, puesta en obra y control de ejecución de los hormigones autocompacantes (HAC) utilizados en determinados elementos de dos viaductos de alta velocidad: el viaducto de Archidona en la L.A.V. Antequera-Granada y el viaducto sobre el río Jauto en la L.A.V. Murcia-Almería. Característica común en ellos es la alta densidad de armado, con elementos de cuantías de acero superiores a los 600 kg/m3. El trabajo muestra la sistemática de pruebas previas de fabricación y de robustez del HAC, así como los procedimientos de control y puesta en obra elaborados ad hoc en cada uno de ellos para la toma de decisiones del personal encargado de la ejecución. Asimismo, se describe un caso de incompatibilidad cemento-aditivo, recomendaciones prácticas encaminadas a optimizar la puesta en obra y el empleo de un sistema termopar para el control de fisuraciones de origen térmico.
Translation - English Despite the impact that the EHE-2008 Code on Structural Concrete has had promoting the use of self-compacting concrete in Spain, its utilization continues to be a necessity during the building stage of a project, rather than a pre-planned decision. Therefore, Project Management teams should know how to, unmistakably, identify those structures in need of high-density reinforcement which would sorely require this technology. This decision avoids possible risks that the use of standard concrete –that, on a slump test, gives a collapsed or a shear slump– might lead to in the future. The article shows the lengthy experience Ayesa Ingeniería has in the production, pouring and monitoring of self-compacting concrete (SCC). The SCC was used in several elements of two high-speed viaducts, both in Southern Spain. The first one is the Archidona viaduct located on the high-speed line from Antequera to Granada, and the second one is located over the Jauto river on the high-speed line from Murcia to Almería. A common feature of both viaducts is the high-density of the reinforced concrete containing over 600 kg/m3 of rebar. In addition, this work explains prior battery tests conducted during the fabrication of the SCC. These tested the strength of the concrete, and different inspection and pouring procedures, which were carried out ad hoc, for the authorized personnel to approve the use of SCC. Likewise, an incompatible cement-additive case is described, as well as practical recommendations towards the optimization of pouring, and using a thermocouple to minimize thermo-based fissures.
