I've listed "término" in this context as "Completion." If someone has a better suggestion, please let me know. Primarily, I'm baffled my the term "pase reglamentado."

neutral  Armando Diaz: High school se refiere a completar estudios secundarios en Estados Unidos, si el documento va a otro pais, como el Reino Unido, esto no seria equivalente

Explanation:
another idea

In order to earn a high school diploma in some states in the U.S., a student must 1) complete the required coursework with passing grades, and 2) take and PASS an exit exam. When successful, they are awarded their high school diploma.

It is a controversial regulation being debated in the courts.

More than 4,500 high school seniors can breathe a sigh of relief. They have passed the California High School Exit Exam and will receive their diplomas with their classmates.....

A legal battle over the exam has thrown seniors and school districts into confusion over who will be allowed to graduate.
