En cuanto a las gráficas que, asimismo, fueron aportadas, indica que demuestran que se realizaron visitas de inspección, de manera regular, a lo largo de toda la campaña y que a pesar de esto, el número de solicitudes inspeccionadas dentro del ***periodo de retención*** iba disminuyendo en comparación con las solicitudes que se inspeccionaban estando fuera del mismo.

El hecho de que se realizaran controles sobre el terreno de manera regular sobre un 15,34% de las solicitudes, 21,02% de los productores y 13,90% de los animales y aún así, no se llegara a un 5% de solicitudes controladas dentro del ***periodo de retención***, demuestra la dificultad o imposibilidad de cumplir con el mínimo fijado en el Reglamento nº XXX, por lo que el incumplimiento producido no se debe al procedimiento aplicado sino, tal como se ha dicho, a la dificultad de cumplimiento de la normativa.
