Explanation:
FIELD: physics; marking.

SUBSTANCE: invention relates to protected printing products, specifically to excise stamps meant for controlling production, turnover and sale of alcoholic beverages. The excise stamp comprises a base paper with a non-printable region for variable information. In the base paper there is a protective metal-coated thread with an irregular visual image in form of a longitudinal continuous window with varying width. The thread has a graphic image which is invisible under ordinary illumination but visible under UV radiation, a latent image in form of a strip which is visible through a polarisation filter. The thread is partially put into the paper. Coloured strips with visible continuation in places where the thread is completely inside the paper are made on the thread at an angle. On the base paper there is a copper-coated foil with a holographic complex image with a non-metal coated picture with wide and narrow elements. On the base paper there are protective elements made from optically variable ink which changes colour characteristics when the viewing angle changes, device control elements, elements made from transparent lacquer which are visible in reflected light under effect of UV radiation, graphical protective elements, elements with luminescence under UV radiation and elements with metameric properties on infrared absorption.

EFFECT: invention increases security and simplifies authentication of federal special marks.

Optically variable ink (OVI) is an anti-counterfeiting measure used on many major modern banknotes, as well as on other official documents (professional licenses, for example).
The ink displays two distinct colors depending on the angle the bill is viewed at. The United States fifty-dollar bill, for example, uses color shifting ink for the numeral 50 so that it displays copper at one angle and bright green in another.[1]
OVI is particularly useful as an anti-counterfeiting measure as it is not widely available. One major manufacturer is a Swiss company called SICPA (Société Industrielle et Commerciale de Produits pour l'Agriculture). Additional suppliers include Sun Chemical (through their Brand Protection Division based in Manchester, UK) and the Brazilian company Sellerink, located in São Paulo, Brazil.
Color-shifting inks reflect various wavelengths in white light differently, depending on the angle of incidence to the surface. An unaided eye will observe this effect as a change of color while the viewing angle is changed. A color copier or scanner can copy a document only at one fixed angle relative to the document’s surface.
