Al fine di ottimizzare la capacità di memorizzazione del disco nonché la velocità di trasmissione, è raccomandato un algoritmo di compressione immagini che operi per variazione tra immagini successive anziché trattare costantemente immagini intere; comunque il rapporto di compressione dovrà poter essere selezionato e visualizzato. Il sistema dovrà poter gestire telecamere XXX e/o ***brandeggiabili*** di modello predefinito sia in locale che, se presente, dal centro remoto, gestendo eventuali preset e controllando movimento (pan and tilt), fuoco, zoom e iris con modalità mouse.


Is this a word or did the writer just make it up? My only guess is comparable/compatible brands. Can anyone confirm or deny this?

it doesn't only refer to horizontal rotation (pan), but also to vertical movement (tilt). it could also imply these two movements happening simultaneously

only as extra information: the text talks about a system (hardware/software) that controlls (small surveillance??) cameras, and technical specifications it should comply with.

Explicación:
Brandeggiare is really for cannons "as in training the cannons on the enemy ships". You definitely talk about training a camera on the action.
