Balancing act, though, may have a slightly pejorative situation.
On the other hand, if you see the rest of the sentence, it is the "project" as careful planning that keeps the production afloat, in constant balance.
In the end, I would perhaps say just that "a production which is carefully planned..."

Thanks to everyone else too - I already used "parallel" and "in tandem" for other similar expressions in the text (it's a fairly repetitive document).
