I see that Henry believes that the section symbol § can mean both "paragraph" and "section", but I believe it is important here not to confuse two different symbols that are used in standard legal citation, one being the section symbol (§), and the other being the paragraph symbol ( ¶). I think from the references I provided above that it is clear that the symbol in question (§) means "section" in legal citation. In contrast I believe that you will see that the symbol ¶ is the symbol used to mean "paragraph", not only in editing and proofreading contexts, but also in legal citation:
