English term or phrase: taggers
Police say more than 80% of graffiti is committed by “taggers” not affiliated with street gangs who are part of a younger-than-18 tagging subculture where vandals often photograph their work and share it with fellow taggers.

Explanation:
I've just consulted my 17-year-old son, and he is not aware that any distinction is made in Spain between "taggers" - i.e. people who merely sign their name with a big black marker, and more elaborate graffiti artists. However, the distinction is quite clear in English
